The mistake that costs people their refund: stamping after check-in
Hungary charges 27% VAT, the highest rate in the European Union, so a tax-free refund in Budapest is worth more than in almost any other country you could have shopped in. It is also the refund most often lost at the last step, and nearly always for the same reason.
If the goods you are claiming for are going into your checked baggage, customs must stamp your form before you check that bag in — and the customs point is not where you would expect. It is on the arrivals level, in the corridor connecting Terminal 2A and Terminal 2B, downstairs from departures. Passengers who go straight to the check-in desk hand over the goods they were supposed to present, and there is no way back.

Who can claim, and how much you actually get back
You qualify if your permanent residence is outside the European Union. It is residence that counts, not nationality or the passport you travel on — an EU citizen living permanently in the UK, US, Canada, Israel, Japan or the Gulf qualifies; a non-EU national living in Vienna does not.
The goods must leave the EU with you, in your personal luggage, unused and in original unopened condition. Restaurant meals, hotel nights and services are not refundable — only goods.
On the arithmetic: 27% VAT on a Hungarian price tag means the tax portion is 27/127 of what you paid, so roughly 21% of the gross price. The refund operator takes a commission out of that, so realistically expect somewhere in the region of 15–18% of what you spent back in your hand.
Minimum spend: why you keep seeing three different numbers
Search this and you will find 17,500 HUF, 54,001 HUF, 63,001 HUF, 70,000 HUF and "about €175" quoted with equal confidence. They are not all wrong — they are different things.

The practical consequence: the number that binds you is whichever operator your shop uses, not the legal minimum. Ask at the till which provider they issue — it decides whether your purchase clears the bar.
Only two operators get paid out at Budapest Airport
This catches people who shopped in several countries. Budapest Airport has payment partners for Global Blue and Planet Tax Free only. Forms from any other refund service cannot be processed at the airport at all — you can still get the customs stamp, but the money has to be claimed from that provider afterwards, by post or through their own channels.
If you are shopping in Budapest specifically to claim, it is worth asking which operator a store uses before you buy the expensive thing.
The three places you need at the airport

Interchange pays out against forms stamped by Hungarian customs. If your form was stamped by customs in another EU member state — because that is where you left the EU's customs territory — Interchange generally cannot pay it, and you post the form to Global Blue or Planet directly.
What to have in your hand at the customs desk
- The goods themselves, unused, in original packaging — the officer may ask to see them and is entitled to
- The original invoice from the shop
- Your completed tax refund form
- Your passport
- Your boarding pass. If you do not have one yet, an airline booking or confirmed reservation is accepted as proof of intent to travel, but no later than 5 hours before departure
Whether the goods are physically inspected is the customs officer's decision. Note what the stamp does and does not mean: the officer is certifying only that you are taking the goods out of the EU. The refund itself is then subject to the operator's own conditions.
Deadlines that quietly disqualify claims
- 90 days from the date the tax-free form was issued to get it stamped by customs. Buy in March, fly out in July, and the form is dead.
- After stamping, the window to submit for payment runs from 6 months to 1 year depending on the operator — Planet works to 6 months from issue, Global Blue treats a stamped form as valid for a year from the stamp.
- The refund desk at the airport operates long hours but not around the clock; it closes at 23:59. Late-night departures are the awkward case.
How much time to allow
Add 30 to 45 minutes to your normal airport timing if you are claiming on goods in checked baggage, and treat it as a hard addition rather than a hopeful one. The sequence is: arrive, go down to the arrivals-level Tax Refund Point, queue, get the stamp, go back up, check in, clear security, then find Interchange airside.

Why refunds get refused
- The bag was already checked in and the goods could not be presented — the single most common failure
- Goods used, worn or unpacked before customs saw them
- The purchase did not meet the operator's threshold, only the legal one
- The form came from a provider with no payment partner at Budapest Airport
- Buyer's details missing or not matching the passport
- The 90-day stamping window had expired
- The traveller's permanent residence is inside the EU, whatever their citizenship
